Burnt Tower is a Tower located in Ecruteak City and was opened during Halloween 2013 Event and remains so. It was accessible by talking with Master Robin after defeating Kimono Girls in Kimono House at Ecruteak City.
Halloween 2013 Event
It was the first joining area for Halloween 2013 event where you needed to recover an Engraved Ring stolen by Kate C after talking with Master Robin.
Bell Tower Quest
During Professor Jones investigation at Bell Tower, he requires you to check some bookshelves in order to recover some Ancient Scrolls—hidden in many bookshelves throughout the Burned Tower—for his study material; you will need to collect 5 of them. The quest awards you a Soothe Bell upon completion.
