The Science Water Lab is a quest only accessible area that is located in Saffron City. The lab has two levels, to access the first one you must complete a fishing quest. To access the second level you need to battle all the NPCs on the first level.

Quest NPCs

Entry Quest
The main objective of the quest is to fish for Magikarp while being on the look out for the fisherman's hat and the reward will be the key which gives you access to the Lab. For this quest you will require an Old Rod.
To start the quest you need to visit Route 24, north of Cerulean City. Speak to the old man that is staring into the water, west of the bridge that you had crossed when going to the route. He will complain to you about a Magikarp that has stolen his hat. In order for you to find his hat, you must fish for Magikarp until you find it. When you finally find it, speak to him and he should give you the key to the lab.
